New Delhi : PM Modi's government is going to present the first budget of its third term on 23 July. Just before this, Bihar has got a big shock. Bihar will not get the status of a special state. Minister of State for Finance Pankaj Chaudhary has said in a written reply that on the basis of the 2012 report of the inter-ministerial group, Bihar cannot be given the status of a special state. Janata Dal United leader Ram Pirit Mondal had demanded from the Minister of State for Finance to give special state status to Bihar. He had said that if Bihar gets the status of a special state, then give detailed information about it. If it is not given, then give the reason for it. Pankaj Chaudhary has written in response to this that Bihar cannot be given the status of a special state.
The Finance Minister explained the reason for not giving special state status to Bihar in a written reply. He said that in the past, the National Development Council (NDC) had given special category status to some states for plan assistance, which had many characteristics that required special consideration. In the case of Bihar, the circumstances are not such that it should be given the status of a special state. For this reason, Bihar cannot be given the status of a special state.
How does one get the status of a special state?
In a written reply by Minister of State for Finance Pankaj Choudhary, it has been said that there are five conditions for getting the status of a special state.
1. Hilly and difficult terrain
2. Low population density or large number of tribal population
3. Important strategic position on the border with neighboring countries
4. Economic backwardness and lack of basic amenities
5. Unviable nature of finances in the state
Minister of State for Finance Pankaj Chaudhary's written reply said that the decision not to grant special status to Bihar was taken after considering the special situation of the state separately keeping in view these five factors. Earlier, Bihar's request for special category status was considered by an inter-ministerial group (IMG), which submitted its report on March 30, 2012. The IMG had come to the conclusion that on the basis of the existing NDC criteria, a case for special category status for Bihar is not made out.
