Chandigarh November 18: Three-member Special Investigation Team (CIT) constituted by the Vigilance Bureau regarding the case registered regarding multi-millionaire scam in distribution of compensation worth crores of rupees received from the Central Government for the land acquired for Jalandhar-Chintpurni Highway. During investigation by S. Many records were found missing from the offices of DM Hoshiarpur and Tehsildar Hoshiarpur. The investigation also revealed that the then SDM Anand Sagar wrongly changed the draft 3-A schedule plan prepared by Lewis Berger Company and gave compensation of Rs 64 crore for the land to his acquaintances on his behalf for the construction of this new road. Also released for purchased land. During the investigation, the Bureau has added another section 201 of the IPC in this case and named 42 more accused, out of which 8 accused were arrested on Saturday.
Giving information in this regard, Vigilance Bureau spokesperson said that the then Anand Sagar Sharma S. A total of 13 accused including DM-cum-Collector and Land Acquisition Officer Hoshiarpur were arrested, including Baljinder Singh Tehsildar Hoshiarpur, Manjeet Singh Naib Tehsildar Hoshiarpur, Daljeet Singh Patwari resident of village Khawaspur (Pippalanwala), Parvinder Kumar Patwari resident of village Khawaspur, Sukhwinderjit Singh Sodhi, Registry Clerk, Devidas Deed Writer, Harpinder Singh Gill, resident of Maharaja Ranjit Singh Nagar, Hoshiarpur, Satwinder Singh Dhatt and Avtar Singh Johal, both residents of Mohalla Tibba Sahib, Hoshiarpur and Jaswinder Pal Singh, resident of Lily Cottage, Sutehari Road, Hoshiarpur, have already been arrested. FIR No. 01 dated at Vigilance Police Station, Economic Offenses Wing, Ludhiana under Sections 420, 467, 468, 471, 120-B of the Indian Penal Code and Section 13(1) (d), 13(2) of the Prevention of Corruption Act. He has been arrested or included in the investigation in this case registered under 10-02-2017.
He said that for further investigation of this case, as per the orders given by the competent court of Special Judge, Ludhiana on 05-04-2022, on behalf of Chief Director, Vigilance Bureau Punjab, Director Vigilance Rahul S. Under the supervision of three member S. I.T. was formed, in which Rajeshwar Singh, S. S. P, Vigilance Bureau Range Jalandhar, Gurmeet Singh, S. S. P, Vigilance Bureau Range Ferozepur and Suba Singh, S. S. P, Economic Offenses Wing, Vigilance Bureau, Ludhiana was made member. During investigation, it was found that the then SDM Hoshiarpur Anand Sagar Sharma changed the highway alignment of five villages Khawaspur, Digana Kalan, Digana Khurd, Hardo Khanpur and Khasra Bassi Zone/Chohli in Schedule 3-A prepared by him, which was a survey. The original draft prepared by Lewis Berger Company did not match with Schedule 3-1.
The spokesperson further said that after receiving the said schedule draft 3-A from the Executive Engineer Public Works Department, Hoshiarpur, the then SDM Hoshiarpur Anand Sagar Sharma had to verify the documents included in it, but he kept the said draft schedule in his office for more than 4 months. Kept pending for. In this case, the said accused SDM Anand Sagar Sharma completely changed the Khasra numbers of the said five villages in Schedule 3A for the notification. The said changed Khasra number notifications were also published in 3-D and 3-G. The said accused S. DM took false reports from the Patwari under him and wrongly changed the type of land from agricultural to residential/commercial and prepared a false change certificate in this regard.
Later, a total of Rs. 286, 36, 13, 620 were received from the Central Government as compensation amount which was given to the said S. 64, 13, 66, 399 rupees at residential rates for land published as agricultural land in Notification A, D, G for compensation of Rs. 64, 13, 66, 399 by D.M. in collusion with land mafia under criminal conspiracy. Compensation was distributed illegally.
Giving more information, the spokesperson said that during the investigation, it has also come to light that while preparing Schedule Draft 3A, the accused Anand Sagar Sharma had conspired with his acquaintances to embezzle the compensation amount. After giving secret information about the real land owners of the above five villages to their close associates, the accused contacted the respective real land owners with changed Khasra numbers and the lands were purchased with the connivance of the revenue officials. The owners of these Khasra numbers were not aware that the Khasra numbers of their lands were recorded in the changed alignment of Schedule 3-A as no survey was ever conducted in the said area. During investigation, it was found that after Notification 3A and till the distribution of the award, a total of 54 registrations were registered by the revenue officers in the area falling in the changed alignment related to villages Khawaspur and Hardo Khanpur.
It is worth mentioning here that under Section 3C of the National Highway Act 1956, 40 applications related to the land acquired by the land owners for the National Highway were received from Anand Sagar Sharma by the Tehsildar Hoshiarpur of the district Hoshiarpur and sent to the concerned Kanungo Hoshiarpur. , Nasrala and Premarh were sent for report. Despite not receiving the report of these 40 applications from Tehsildar Hoshiarpur on behalf of the accused Anand Sagar Sharma, he purchased land for his personal benefit on behalf of his known persons in village Khawaspur under Section 3C of the National Highway Act 1956. The 4 applications received were taken separately. He got the said land wrongly verified and directly obtained a false report from the concerned Patwari in the form of a colony established on the said land, whereas in Notification 3D and 3G, the type of these lands was stated as ‘Chahi’ (Kashtayoga). Was.
During the latest investigation in the said case, S. Required records were found missing in DM Hoshiarpur and office of Tehsildar Hoshiarpur, due to which section 201 of IPC has been added to the case and 42 more new accused have been named in the case. Out of the newly named accused by the Vigilance Bureau, 8 accused have been arrested on 18.11.2023.
In this case, accused Pradeep Gupta, resident of Church Road, Civil Line, Hoshiarpur, in connivance with accused Harpinder Singh, purchased 9 Kanal 4 Marle land in village Khawaspur in the name of his sons Prateek Gupta and Amritpreet Singh at Colony Rate 6 63, 39, 000 and Received compensation amount of Rs 6,63,39,000 in the bank account of his son Prateek Gupta. Accused Sunny Kumar, resident of village Khawaspur, despite Surjit Singh not being present at the time of registry, gave false testimony of being the Nambardar of that village with the connivance of the accused. Convict Dalvinder Kumar, resident of village Khawaspur, conspired with his acquaintance Harpinder Singh and got the land registered in the name of Harpinder Singh’s acquaintance as the buyer. Accused Hardeep Kaur, wife of Rupinder Singh Gill, resident of Guru Teg Bahadur Nagar, Jalandhar, along with her husband and her brother-in-law, accused Harpinder Singh, under a conspiracy, got 4 Kanal 17 Marla land in their name and deposited Rs 2,42, 89, 200 as compensation in their bank. Got it deposited in the account. Alleged culprit Tajinder Singh, resident of Kunj Extension, Jalandhar conspired with his acquaintance Harpinder Singh and got 18 Marla 1 Sarsai land registered in his name and deposited Rs 56,16,000 as compensation in his bank account. Convict Mohit Gupta, resident of Millerganj Overlock Road, Ludhiana, transferred Rs 27, 00, 000 as compensation to his account. Accused Ramji Deed Writer Tehsil Complex Hoshiarpur, resident village Maruli Brahmin has defrauded the real owners by getting 31 registers written with the connivance of Tehsildar, Naib-Tehsildar, Registry Clerk and accused buyers. Accused Jaswinder Singh Patwari (now retired), Revenue Division Digana Kalan, Digana Khurd and Hardokhanpur cheated the real land owners and in collusion with fake buyers got the land purchased after the notification transferred.
He said that these 8 accused will be presented in the local court on Sunday and police remand will be sought for further questioning. Further investigation is going on by the Vigilance Bureau and raids are being conducted at their residences and other hiding places to arrest the remaining culprits and they will be arrested soon.
